I have t-mobile but i really want an iphone mini. Will it work? Does it have any tweaks?

yes the iphone works great with tmobile but u have to get it unlocked

There is no such thing as an iPhone ”mini”. The ONLY way you can get an iPhone to work on T-Mobile is if you unlock it, which may or may not be illegal, however jailbreaking is legal. If you unlocked your iPhone you won’t have access to the Visual Voicemail option.
