Which mobile operator in India offers 1p/2sec in Tamilnadu/Chennai? Even if it is after using booster its ok4me.

Please say me the operator and the cost of the booster and its talktime value and its validity. I badly want 1p/2sec tariff for all local mobiles in Tamilnadu.

Please help me.
